जे० सुल्तान अली का जन्म बम्बई में . 12 सितम्बर 1920 को हुआ था। उन्होंने गवर्नमेण्ट कालेज ऑफ आर्ट्स एण्ड क्राफ्ट्स मद्रास से ललित कला में डिप्लोमा प्राप्त किया तथा 1946 में उन्हें मद्रास सरकार की छात्रवृति भी मिली।
उन्होंने 1946 से ही एकल प्रदर्शनियों आयोजित करना आरम्भ कर दिया था और मद्रास, नई दिल्ली तथा बम्बई आदि सभी महत्वपूर्ण केन्द्रों में एकल प्रदर्शनियाँ आयोजित कीं। विदेशों में उन्होंने केलीफोर्निया, पापुआ, लुगानो, साओ पाउलो तथा वेनिस आदि में प्रदर्शनियों की देश-विदेश के अनेक संग्रहों में उनके चित्र संग्रहीत हैं।
उन्हें 1957 में साहित्य कला परिषद, 1958 में अमृतसर अकादमी, 1963 में आइफेक्स तथा 1966 तथा 1978 में राष्ट्रीय पुरस्कार द्वारा सम्मानित किया गया। वे प्रोग्रेसिव पेण्टर्स एसोसियेशन मद्रास के संस्थापक सदस्य तथा चोलमडल ग्रुप के कलाकार सदस्य थे। उन्होंने प्रथम एशिया प्रदर्शनी में भारत का प्रतिनिधित्व भी किया।
सुल्तान अली आरम्भ में आकृति मूलक चित्रकार थे और तकनीक पर विशेष बल देते थे। उनके आरम्भिक सरल रूप लोक कला, आदिम कला (मध्य प्रदेश के स्तर जिले की आदिवासी पुरा-कथाएँ तथा शिल्प-आधारित वस्तुएँ), तथा आधुनिक कला से प्रभावित थे। वे पहले जल-रंगों में आलंकारिक आकृतियाँ बनाते थे।
इनमें डिजाइन की बारीकियों के प्रति आग्रह था और टेक्सटाइल डिजाइन में विशेष रूचि थी। प्रायः ग्रामीण लोगों और दृश्यों का चित्रण करते थे। 1964 के लगभग उन्होंने दक्षिण भारत के बलिष्ठ स्त्री-पुरुषों तथा पशु-पक्षियों का चित्रण भी किया। इसके उपरान्त वे तैल माध्यम में केनवास पर काम करने लगे।
उनकी आलंकारिक बारीकियाँ समाप्त हो गई और वस्तुओं के विवरण धुंधले-हल्के रंगों में खो गये रेखा, रंग, डिजाइन तथा संयोजन सभी में एकता के अतिरिक्त तकनीक में स्वतंत्रता और चित्रण में सहजता आने लगी।
वे ग्रामीण स्त्रियाँ, राधिका, गड़रिया आदिवासी स्त्रियाँ, एकाकिनी आदि विषयों का चित्रण करने लगे। इनमें लोक कथाओं एवं फन्तासी का बहुत रचनात्मक प्रयोग हुआ है।
जे० सुल्तान अली के नवीनतम प्रयोग लोक कला तथा आदिम कला के प्रतीकों एवं तंत्राकृतियों का ऐसा अभिव्यंजनात्मक प्रयास है जो अतियथार्थवादी प्रभाव डालता है। चित्र के विस्तृत अन्तराल में गहरे प्रभावों से युक्त ये आकृतियाँ रहस्यमय प्रतीत होती हैं किन्तु फिर भी उनमें एक आलंकारिक सौन्दर्य का प्रभाव बना रहता है।
